This would clarify responsibility and increase efficiency. Government operations should be as localized as possible and only "uploaded" when necessary. Instead, we should be downloading many responsibilities and powers not just to the provinces, but to the municipalities. Frustratingly, the provinces and the feds have far too many overlapping areas, hence the endless disputes and negotiations. While cities are starved for revenue, even the poorer provinces are relatively more financially healthy. Consider how Canada's seven largest metropolitan areas exceed or match the populations of five provinces and three territories, yet don't have anything close the same powers. Re We Mustn't Shortchange Canada (March 22): While I applaud Bob Rae for being spot-on with his observations, his argument points to a greater problem of governance.
